Improved upload error states

Your users will now see more specific error messages inside of a dedicated error pane for the following upload scenarios:
- Uploading an empty file (file that contains 0 rows and 0 columns)
- Uploading an unsupported file type
- Uploading a file that exceeds the maximum file size limit
- Too many rows
- Too many columns
For errors that don't have a known cause, we've updated the UI to be more apparent and updated the copy to guide users forward.
